Bond Information

The proposed bond is for $6,785,000 and would fund:

• Early Childhood Center featuring four new Early Childhood Classrooms
• District Storm Shelter designed to accomodate approximately 700 occupants

Today, Fletcher students and staff do not have access to a storm shelter during severe weather conditions. When storms threaten the area, students and staff must take shelter in hallways and interior areas of existing buildings that were not designed for storm protection.

The proposed Early Childhood Center and District Storm Shelter is a single facility designed to serve two important purposes. It will provide a dedicated learning environment for Fletcher's youngest students while also providing storm shelter protection for the entire district.

Designed to accommodate approximately 700 occupants, the facility will allow all students and staff to shelter in one location during severe weather. It will also serve as a community storm shelter, providing Fletcher families with a safe place to go during emergencies outside of school hours.

This project is an investment in student safety, early childhood education, and the future of Fletcher, benefiting students, families, and the community for years to come. Because every Wildcat deserves a safe place to learn, grow, and thrive.

According to the taxpayer cost analysis prepared for the proposed bond issue, Fletcher Schools' millage rate is projected to increase from 46.90 mills to 58.76 mills, an increase of 11.86 mills (15.00%).

The chart below provides examples of the estimated annual and monthly impact based on current property tax amounts. For example:

• A taxpayer currently paying $100 per year in school property taxes would pay approximately $115 per year, an increase of $15 annually (about $1.25 per month).

• A taxpayer currently paying $500 per year in school property taxes would pay approximately $575 per year, an increase of about $75 annually (about $6.25 per month).

• A taxpayer currently paying $1,000 per year in school property taxes would pay approximately $1,150 per year, an increase of about $150 annually (about $12.50 per month).

Fletcher Public Schools currently has one of the lowest property tax rates dedicated to school facilities in Comanche County. The proposed bond would increase the district's sinking fund levy from 5.36 mills to an estimated 17.22 mills. This investment would provide funding for a new Early Childhood Center and District Storm Shelter while bringing Fletcher's levy closer to those of many neighboring districts.

Yes. Bond funds may only be used for the specific capital projects approved by voters. They cannot be used for teacher salaries, benefits, utilities, supplies, or other day-to-day operating expenses.

Under Oklahoma law, school bond issues must receive at least 60% voter approval in order to pass.

If 60% or more of voters support the proposition on August 25th, 2026 the bond will be approved.
